"kernel" is a metapackage and contains nothing:
# rpm -ql kernel
(contains no files)
Try doing the same thing with kernel-core:
# dnf remove kernel-core-5.5.17-200.fc31.x86_64
Error:

(try to add '--skip-broken' to skip uninstallable packages)
