Did you by chance modify your /etc/ssh/sshd_config?

In your debug I see....

debug1: Authentications that can continue: 
publickey,gssapi-keyex,gssapi-with-mic,password,keyboard-interactive

whereas my rawhide system returns.

debug1: Authentications that can continue: 
publickey,gssapi-keyex,gssapi-with-mic,password

This is with openssh-server-8.1p1-3.fc32.x86_64 installed

I'm not having any issues.
