Really, it was a F31 question (since it's about installing F31
packages, and specifically F31 beta packages).  If it's at all related
to "test" versions, you need to ask on the test list, because that's
where the test users are.  

If you ask the wrong people how to solve a problem, you're not going to
get very far.  And it's not going to help solve problems with the test
packages (other people need to know there's an issue, not us).  So you
get redirected to where you need to ask your question (likewise to
other lists, where you get better answers about SELinux, Evolution,
KDE, etc).

It's not about pedantry, it's about practicality.  If you're here (on
this list) over any length of time, you might notice that there's only
about two or three people who have answers to test-related questions.
