I just did a clean install of F30 on this system and am trying to get
things back to work.

I've got pulseeffects installed because the install of
pulseaudio-equalizer fails

$ sudo dnf install pulseaudio-equalizer
Error:
 Problem: conflicting requests
  - nothing provides ladspa-swh-plugins needed by
pulseaudio-equalizer-2.7-21.fc29.noarch
(try to add '--skip-broken' to skip uninstallable packages)

This is what's available searching on ladspa
