My advice is to work through the problem with what Fedora currently supports. We have active developers working on boot related bugs using the Fedora 30 Bootloaderspec feature. But as grubby is deprecated, it's less likely the old way of things will get much effort. Regardless of what boot parameters you need to use, Bootloaderspec should support it. There's two ways to get the boot parameters set. You can put it in /etc/default/grub on the GRUB_CMDLINE_LINUX= line and then run 'grub2-mkconfig' as appropriate for your firmware type.
