I have not filed a bug on this because it is from rpmfusion-nonfree repository, but the cause will be unclear to most users.
What happens is if you have the nvidia-settings app installed, after a while the X server will no longer open any windows. xlsclients will show a bunch of nvidia-settings connections. This number grows until you hit the limit and nothing else will open. This did not happen with F29, so I expect it is something old and left over that is causing problems.
