I don't know about Gnome, but in KDE with Xorg you can scale the display anywhere between 100% to 400%, in steps of 10%. My laptop has a native resolution 3200x1800, and I find it convenient to keep it scaled up to 150%. Given this, I believe that Gnome should also scale correctly with Xorg. You may also look at man xrandr, in particular the --scale option (RandR version 1.3). Likely this is what is actually being used under the hood of both Gnome and KDE.
