Now responding to the dnf part...

systemctl disable dnf-makecache.timer
I did that, rebooted, and tried
dnf upgrade --refresh
The command was much slower starting and displaying what would be
patched. But it looked like it worked. I did not continue with the
patches, as I don't think that is relevant to this thread.
