Do other USB devices work in this port?

USB device could be bad.  Try a different port.

Also, if over current is triggered, the port is "suppose"
to log you out. A power off is suppose to fix this.
(If a laptop, you may have to remove the battery.)

Though not what you asked, some older computers are only
bootable from USB 2 ports.  Frustrating when you plug
into a USB 3 port.
