Don't edit grub.cfg manually.

Look at /etc/default/grub.
Remove the GRUB_HIDDEN_TIMEOUT setting there.
And you can explicitly set GRUB_TIMEOUT_STYLE=menu (which is the default
anyway) if you want.

BTW: Pressing ESC during the timeout will show the menu.
