Have you checked you LANG environment variable and/or how you're starting TB? I just installed TB on a system here. My user is set to use LANG=en_US.UTF-8 and if I start it I get English. If I do "export LANG=it_IT.utf8 ; thunderbird " I get the Italian interface. Everything installed is from fedora.
