It's possible that the package is no longer available in the
repositories.  If that is the case, you will have to go to koji,
https://koji.fedoraproject.org/koji/packageinfo?packageID=16885
and retrieve the binary packages you want, then downgrade them from the
local packages using
dnf -C downgrade [package names]
from the directory where they are or using a full pathname to them.
There could be dependencies you have to get as well, but dnf will tell
you if that is the case when you try to downgrade.
