Good question; the reason was that in Ansible, I had used (locally) preconfigured repos and installed all package by name only. Now that I checked it, it is indeed possible to provide the installed package as an url: https://docs.ansible.com/ansible/2.6/modules/dnf_module.html So that would seem to solve the last issue.
