If you have the xorg-x11-apps RPM installed, on Mate you can right-click on the panel, select "Add to panel", then scroll down and select "Eyes". It'll add the eyes to the panel where ever you had right-clicked. You can move it around if you wish by right-clicking on the eyes icon and selecting "Move". Personally, I don't use them.
