Not sure if this is your problem

if you are running dnf upgrade from the command line there is a
setting that saves the downloads
so /var/cache starts to fill up

https://unix.stackexchange.com/questions/265755/fedora-23-can-i-safely-delete-files-in-var-cache-packagekit-metadata-updates#290636

run df -h and check space on

/dev/mapper/fedora-root 49G 38G 9.4G 80% / on my 120
gb ssd drive it was at 97%

sudo pkcon refresh force -c -1
