It's not uncommon for a command line attempt at dnf to fight with a
background process like dnfdragora. They use lock files to prevent them
from stepping on each other. The solution is to change your dnfdragora
settings to check for updates less often (I think it defaults to 180
minutes).

Alternately, stop dnfdragora entirely while you do the manual dnf
operation andre-enable dnfdragora when you're done. I always do manual
dnf upgrades myself--I don't use any automated tools.
