It would appear that it installed some of the items, but not others. The reinstall would only reinstall packages that were already fully installed.
dnf upgrade would probable complete the process I generally do. dnf clean all; dnf update -y To see what all is installed you could rpm -qa | grep -i kernel The see what it shows.
