Try passing the --allowerasing switch on your command line. I used to do that myself.

I already did the same and got the same faillure : So I decided to remove fwupdate-efi-8-4.fc26.i686 and fwupdate-libs-8-4.fc26.i686.

Now the problem is solved and Fedora28 fully installed. Runs fine !

That is, before someone shared with me the "cryptic" solution (basically mounting another physical HDD or SSD at the mount point /crypt and creating symlinks to all top-level directories of all user accounts) to doing clean installs that preserve user data but do not preserve outdated configuration data.
