No, I have

installed.  And I've had rpmfusion-rawhide enabled the whole time, so
that is probably why it is working.  I don't have the cisco repo
enabled, though.

These,
rpmfusion-free-release-28-1.noarch
rpmfusion-nonfree-release-28-1.noarch
installed today, so rpmfusion now has an F28 repository.  You should be
able to install the compat-ffmpeg28 from there.
