In hibernate/suspend, the system essentially powers down. This is quite different than a screen lock, where the system remains alive and kicking. When it comes back up from hibernate or suspend, it's probably going to initially see just the primary display and doesn't really know about the second screen. How you'd get around that, I'm not sure.
