1) You need to replace "http://"; by "rsync://" in the URL, in order to use
rsync.  This is what caused the above error.
2) You need to pick a mirror that has rsync from the mirror list (most don't,
including the one you're now using):

http://mirrors.fedoraproject.org/publiclist/Fedora/
