If you have to use a filesystem with a fixed number of inodes set at
creation time, like ext4 for instance, then construct a "news"
filesystem.  In general, passing the "news" flag will give you 4 times
as many inodes, in the assumption that you are going to have a huge
number of small files.

Otherwise, go with xfs or btrfs or something where the inodes are
dynamically constructed as-needed.
