How old? F26/KDE runs without issues on my "Designed for Windows XP" Dell Inspiron 1300, with a 1.5GHz Celeron-M and 2GB of RAM. Albeit as slowly as you would expect, though that seems to be mostly due to being single core and spinny rust. I have thought about upgrading to an SSD but haven't done so yet. It would cost at least as much as the laptop is worth!
So, for XP qualified machines, from experience yes you can repurpose them to run Fedora w. KDE. There are likely to be many of those about now that XP is discontinued and they won't run modern Windows.
