to 'required', thus very old cpu's won't boot anymore, unless you drop this

Fedora ships pae (package name kernel-pae-*) and non-pae kernels
(package name kernel-pae-*).
The pae kernels have the requirement you mention, the non-pae kernels
should not have this requirement.
