That matches my experience on UEFI; grubby copies the kernel
parameters from the previous kernel cmdline. So I just mostly edit
/boot/efi/EFI/fedora/grub.cfg directly.

FTR, /etc/grub2-efi.cfg is a symlink to /boot/efi/EFI/fedora/grub.cfg.
