FWIW
On my Thinkpad X260, Fedora 25 (fully updated), Gnome3 adding the following line:
HandleLidSwitch=ignore
to
/etc/systemd/logind.conf
allows the PC to not suspend when the lid is closed.
This was after a restart. A simple logoff/login sequence was not sufficient.
Also, this is true using either X11 or Wayland.

    No, that helps.  It means that it's not default-broken :-) I think
    I'll
    install another desktop manager, gnome or  xfce or something, and see
    if that changes anything.  That might tell me if it's a KDE thing...
