Doing some searches I couldn't find too much. One bugzilla suggested that if the l2tp packages were installed gnome-shell may not work without a logout/login or reboot. My testing didn't show that to be the case but may still be worth the try. Another thing, which should not happen, is the file /usr/libexec/nm-l2tp-auth-dialog had its mod changed. It should be executable.
