Upgrading is *never* supported over 3 versions. In fact it's only strictly supported over 1 version, though 2 usually work. From https://fedoraproject.org/wiki/DNF_system_upgrade: "Upgrades across more than two releases are not 'supported', and issues encountered in such upgrades may not be considered significant bugs.
