Don't have an answer, but may try to duplicate the issue.

Which ftp server are you running?  AFAIK, there are at least 2 supplied with 
Fedora.

FWIW, that line exists without an ftp server installed on my systems.

[root@acer ~]# iptables-save | grep icmp-host
-A INPUT -j REJECT --reject-with icmp-host-prohibited
-A FORWARD -j REJECT --reject-with icmp-host-prohibited
