I have seen this on several different systems (Linux Mint 18, macOS El
Capitan) so it seems to be a firefox 49
"feature".  My guess is that firefox or some add-on is waiting on the
network.  More and more sites are using https
which I find often makes site less responsive.

Have you tried "restart with add-ons disabled"?
