I think that is the packages that show up as commandline in installed.
That is, packages that were installed locally from an rpm using the -C
option.  When I've installed Fedora packages from the Fedora
repository in the past, they show up in dnf as Fedora, not commandline.

But I could be wrong, I'm still finding my way around dnf.
