You'll need to research "xinput" and "libinput"

See this from the archives concerning how to enable/disable the touchpad using 
"xinput"

And, FWIW, I use

xinput --set-prop 14 "libinput Tapping Enabled" 1

to enable tapping on my Acer's touchpad.

I've not looked at the needed commands to modify scrolling methods.
