Your answer, combined with Sam Varshavchik's, has solved my problem.

It is necessary to fix TWO things:

1)  systemctl enable NetworkManager-wait-online

2)  Correct the starting criteria for httpd.service:
  # diff /usr/lib/systemd/system/httpd.service \
    /etc/systemd/system/httpd.service
  19c19,21
  < After=network.target remote-fs.target nss-lookup.target
  ---
  > Wants=network-online.target
  > After=network-online.target remote-fs.target nss-lookup.target
  > ## After=network.target remote-fs.target nss-lookup.target

With BOTH fixes, httpd now starts correctly.
