I'm using F23 with the NEdit version that comes with the distro. Initially, I 
also was not able to do copy/paste between two independent NEdit windows. What 
solved that problem was to edit klipperrc (~/.kde/share/config/klipperrc) by 
adding

NoActionsForWM_CLASS=nedit
PreventEmptyClipboard=false

as described in http://sourceforge.net/p/lesstif/bugs/275. For good measure, I 
also disabled klipper altogether.
