For those of us who are wondering if this can be tricky, I just want to testify you just have to follow Fedora instruction[1] and restart the machine. No issues at all and Fedora will be upgraded to 23.
You need to wait a little bit (~ 5-10 mn) after you run # dnf system-upgrade reboot for the system to install the new downloaded packages.
