Yes.

So, something changed, that has disabled the cntrl-alt-f keys.

It sounds like something's remapped them, but I don't use Mate and wouldn't know what special programs or settings it has. If you have more than one DE, try switching her first account to that and see what happens.
Only mate DT is installed.
She does not want to use any other DT.
