Nope. I'm sure he is not. You certainly are, but in order to provide access to apache, and that precise file, you would do # chmod o+rx /home /home/user /home/user/.htaccess But that's a very BAD practice. Try soft linking a /home/user/html to /var/www/html or viceversa and handling permissions there.
