Dear Antony, Kannel responds any incoming messages to SMSC. SMSC sends both message-dlr and Incoming messages with deliver_sm packet and kannel replies with deliver_sm_resp. Now smsc should notify the sender with delivery.
P.S. You can use wireshark <https://www.wireshark.org/index.html#download> to monitor packets.
