You have to make sure that every time you send a SMS in the same URL you
request the DLR,
You have to do something like this

http://x.x.x.x:13013/cgi-bin/sendsms?username=xxxxx&password=yyyyyy&;
smsc=someSMSC&from=XXXXXXXXX&to=+XXXXXXXXXXXXX&text=TEST&dlr-mask=31&dlr
-url=http://myserver:11111/mydlr.php?dlr=%d&answer=%A&;
to=%p&ts=%T&smsID=9999999999
