This means you have received a TLV value from your operator.
TLV values are used to send information not initially defined on SMPP
protocol. They are sort of optional values defined by each smsc manufaturer
and/or operator. These TLV values can include billing info, schedules,
proprietary info, sms count, account status, billed/not billed sms/ etc.
You need to ask your provider to send you a list of the TLV's they use and
what does each TLV variable/group means. You need then to define a TLV
group in kannel config so you can handle/decode them properly.
