Configure --with-ssl

Hi,
Just tried to install Kannel with SSL enabled on Ubuntu, already installed 
openssl and libssl-dev, the configure returns error “Unable to find OpenSSL 
libs and/or directories at yes”
Is there any dependency I forget to install? Thanks
