Hi Some loose ideas.
Have you tried a hard reset? i.e. power off /disconnect power, wait some seconds and reconnect the power? Are you able to see a reason for this from logs? i.e. happens each n seconds, after x command, when sending MT or when receiving MO Are other "related messages" on other logs? It might be also a problem with modem firmware that got somehow damaged. Have you tried to re-flash it? Does it also reboots with kannel disconnected? i.e. shut kannel down and connect to it through minicom or vwdial and try to send/receive sms from it.
