FAILED TO SEND SMS TO THE USER FROM THE SYSTEM!

Dear friends, i have been triying to send sms via kannel to user and below
is the error i get:

failed to open stream: Connection refused in
/var/www/html/booking-final/mail.php on line 2
The system receives the message well but i want to send the sms to the
specific number when the transaction is completed.
