I came across this link:

searched out possible solutions on the Internet. The content below can be
found in the document.

"- a modularized plugin API that allows you to call further logic
while SMPP PDUs
are processed, i.e. a SPAM plugin that denies specific MTs depending on matched
regular expression (regex) patterns of PDU elements, or a "extra HTTP remote"
logging plugin."

Can you please explain the logic and usage behind these plugins:
SMPPBOX_ACL_DENY & SMPPBOX_ACL_ALLOW.

I believe the above plugins could help solve the problem.
