Always CC kannel list.
Then it might be a "hadware" issue. Check that the device is not
locked with your VM. a device/port can not be used at the same time by
the host and the VM.
Again, CNMI tells modem to forward sms to kannel. If you do not see
anything on kannel, then modem is not sending them.
It might be that the memory/sim at the modem is full. Therefore modem
is not receiving new messages, thus CNMI has "nothing" to send to
kannel. Check a previuos email on list from me last week. I talk about
similar issue. Also manually delete messages in sim/modem and test
again.
