Submit SMS Delay Throtling Error

Hello...hope everybody doing fine.
    I am using kannel 1.4.3 for SMPP, Can i configure the number of sent 
messages per second to some value like 10? or can i set a delay between 
submitting the SMS?
    Another thing is can i configure the sleep time after the "SMSC returned 
error code 0x00000058 (Throttling error) in response to submit_sm." ?
