Kannel does load balancing, but not using a round robin schedule. All messages go the the first available smsc, except when it has a load: then it goes to the second smsc, etc.

Generally Kannel does almost all things that an sms gateway can do. Yes you can use gsm modem to receive and send sms using Kannel.
