I found on new rules file for Debian version at: http://anonscm.debian.org/gitweb/?p=collab-maint/kannel.git;a=blob_plain;f=debian/rules;h=771f863070e9eedb9e255eda05eaabd81dce7afe;hb=HEAD This rules file is rewritten to CDBS and it works.
