Well, it is true that kannel gateway lives happier in *nix. However, you can
always send binary SMS from your windows PC, through your browser, by
accessing its sendsms URL.

For windows try the following SMPP clients:
NowSMS
SMSC Client.net
Ozeki SMS gateway
The above are very easy to configure and use for even binary sms.
Kannel on windows could work with CygWIn but the porting will take you
through hell.
