To your first question:

Yes and no ;D....

Yes, kannel can be connected at the same time to several modems and
will handle them in parallel processes. I do have over 20 modems
connected to the same kannel instance. I have them connected through a
terminal server console. However kannel has no "driver"  to connect to
one modem with several sims. This normally requires proprietary
protocol/commands not built in kannel; however you can build your own
driver.

For your second question, as stated above; you can do your own driver
for and specific multi-sim modem.
